Implements the Time::Moment 0.46 Java-backed provider for #1112, using
java.timeand the shared POSIX formatter. Includes strict/lenient ISO parsing, immutable calendar arithmetic, adjusters, Storable support, and bundled-module coverage.\n\nVerified:\n-make\n-make test-bundled-modules\n- full upstream Time-Moment 0.46 suite (optional dependency tests skip cleanly)
