The build process of nokogiri on windows is fragile because of vendor library could not fetched consistently. It seems that source of ftpmirror.gnu.org is frequently broken. As a workaround, switch to use pre-compiled runtime. NOTE: ucrt runtime is not correctly selected in older bundler, so raise bundler to latest 2.x.
