ubuntu-latest is moving to Ubuntu 26.04, and ruby/setup-ruby has no builds of Ruby 3.1 and older for it. The Ruby 3.1 job on Ubuntu would fail with Unavailable version, so this raises min_version to 3.2. Since the workflow shares one matrix across all platforms, this also stops testing Ruby 3.1 on macOS and Windows.

ubuntu-latest is moving to Ubuntu 26.04. ruby/setup-ruby has no
builds of Ruby 3.1 and older for it, so the Ruby 3.1 job fails with
"Unavailable version". Test Ruby 3.2 or later instead. The matrix is
shared, so this also drops Ruby 3.1 on macOS and Windows.
