Build aarch64 wheels on a native GitHub Actions runner instead of maintaining a QEMU-based Python version matrix. This adds the missing Python 3.11 wheels and automatically covers future supported Python versions. Keep cibuildwheel below version 4 to preserve Python 3.8 wheel support.

Build Linux aarch64 wheels on a native ARM64 GitHub Actions runner, removing the separate QEMU-based Python-version matrix that currently omits Python 3.11.
Keep cibuildwheel below v4 so supported Python 3.8 wheels remain available.
