Add experimental `sentry.ndkBackend` to select the service-managed
native backend while preserving `inproc` as the default.

Substitute direct and transitive `sentry-android-ndk` dependencies
with `sentry-android-ndk-outproc`, retaining version constraints and
support for dependencies managed by the Sentry BOM.
Register backend substitution rules in `beforeResolve` so collecting
task dependencies does not resolve configurations during task graph
construction.
Log the experimental warning when a `sentry-android-ndk` dependency
is replaced, rather than for the first dependency of any resolved
configuration. Match and target modules via `SentryModules`.
Publish the BOM through the shared `publish` helper instead of a
hand-written POM, and pass the backend to the `project` helper.
