📜 Description

Switches every workflow job on the bitrise_pool_name:tahoe pool back to GitHub-hosted runners. Each job goes back to the runner it used before #6226 and #6257:

• build.yml, format-code.yml, generate-javadocs.yml, integration-tests-macrobenchmark.yml, integration-tests-size.yml, integration-tests-ui-critical.yml (Build job), integration-tests-ui.yml → ubuntu-latest
• codeql-analysis.yml → macos-15

This also removes .github/actionlint.yaml, which only registered the Bitrise runner label.

The find-based PNG copy in integration-tests-ui.yml stays as-is. It also works on Linux. The Build Job ubuntu-latest - Java 17 job name doesn't change, so the required status check still matches.

💡 Motivation and Context

We're moving off Bitrise runners and back to GitHub Actions.

Heads-up: #6226 moved the Build job because make preMerge kept getting killed on ubuntu-latest (runner shutdown signal, most likely from running out of memory). That problem may come back with this change.

Ran actionlint on all changed workflows. It passed.

🔮 Next steps

Watch the Build job on ubuntu-latest for runner shutdowns. If they come back, move just that job to a larger GitHub runner.
