chore(ats): follow the kagent 1.4.0 and Substrate 1.5.0 lines - #61

The ATS installs the kagent line's release and the Substrate release it was built against: kagent 1.4.0 (the quiescence fence on Substrate's lease token, the Harness Ready condition, the retried quiesce) on Substrate 1.5.0 (the fencing token on Pause, Suspend and Resume; the ExternalSnapshot source field on its own number). The six kagent-crds URLs, KAGENT_LINE and the golang-adk digest, the three substrate-crds URLs and SUBSTRATE_LINE move together. BREAKING CHANGE: the chart renders an api.kagent.dev/v1alpha3 Agent in place of the kagent.dev AgentTemplate; the 2.0 line

Problem
The ATS pins kagent 1.3.0 and Substrate 1.4.0. The platform's line is now kagent 1.4.0 on Substrate 1.5.0 (giantswarm/giantswarm#38188), and the chart's 2.0 release has no candidate on
main: #56 merged without a breaking marker, so the push cutv1.6.0-rc.1, a minor for a chart that renders anapi.kagent.dev/v1alpha3Agent in place of thekagent.devAgentTemplate. A stable 1.6.0 would roll that render onto installations whose agent OCIRepositories admit<2.0.0.Change
The six kagent-crds URLs,
KAGENT_LINEand the golang-adk digest move to 1.4.0, the three substrate-crds URLs andSUBSTRATE_LINEto 1.5.0. The commit carries theBREAKING CHANGEfooter the auto-release reads, so its merge cutsv2.0.0-rc.1; the stalev1.6.0-rc.1is never promoted.
