Pull request overview
This PR updates the prebuilt Swift toolchain/resource bundles used by the Swift extractor/analysis pipeline to support Swift 6.3.3, and adds a corresponding Swift QL pack change note to document the analysis-impacting upgrade.

DCA is a bit messy (see the two experiments that link here). However, I see no particular reason in those experiments that this update causes regressions. Note that analysis times generally fluctuate quite a lot on macOS runners, and what the experiments show is not out of the ordinary.
