The policy characteristics list implies a repository-level enablement control for the "Allow members without a Copilot license..." sub-policy. No such control exists, and the "How it works for users without a license" section of the same article describes the organization-wide behavior.

What's being changed (if available, include any code snippets, screenshots, or gifs):

Removes the incorrect repository-level availability sentence from the policy characteristics list and fixes a typo in the adjacent bullet ("set it at" → "set at"). If "most restrictive" is meant to describe enterprise/organization policy precedence, happy to reword the remaining bullet instead.
