Make cuttlefish-podcvd depend on deb13

cuttlefish-base is compatible w/ deb12 and other legacy distros. podcvd is not. Separate the two so we don't lose this compatability.

If you need my review after diverging dependencies between 12 & 13, I'll be looking at it later. If you don't think it MUST need my review, please skip mine as I'd be OOO from tomorrow due to national holiday.

Whoops - my mistake, resolved now by linking the dependency to deb13.
