This pull request centralizes the Mypy configuration across multiple packages by removing package-specific mypy.ini files and updating noxfile.py to reference a root-level mypy.ini. It also adds support for Python 3.15, including updating the test matrix and adding constraints-3.15.txt files. Furthermore, pager tests across various packages are updated to assert next_page_token and string representations. As there are no review comments, we have no feedback to provide.

Updates librarian version to v0.26.0.
This includes a gapic-generator update to v1.36.0 resulting in the attached changes, which can be found in the second commit.
Changes to the bigquery and datastore postprocessing scripts were necessary due to the removal of mypy.ini. These can be found in the first commit.
