#269 bumped version.rb to 2.36.1, but the lockfile still recorded google-cloud-spanner (2.36.0), so every bundle install rewrote it and a frozen install failed.

VERSIONto 2.36.1, butGemfile.lockstill recordsgoogle-cloud-spanner (2.36.0). Everybundle installrewrites it, and a frozen install (BUNDLE_FROZEN=true) fails onmain.This reruns
bundle install(Bundler 4.0.12); only the two self-version lines change. A frozen install now passes.It will drift again at the next release:
ruby-yoshiupdates onlyCHANGELOG.mdandversion.rb, while therubystrategy also updatesGemfile.lock.
