Summary

  • apply the Kotlin formatting required by base-conventions 0.8.1
  • restore the release build after concurrent Dependabot merges

Verification

  • ./gradlew :common:spotlessKotlinCheck --console=plain
  • ./gradlew check --console=plain
  • formatter-only diff in two files

The v0.2.0 release workflow failed before publication; after this PR merges, the existing tag workflow can be rerun without creating a new release.
