Fail the task when an ignore_advisories or ignore_retirements entry does not match anything in the lock file, so CI can catch stale entries without searching the warning text. Closes hexpm#1288

Makes hex.audit fail when an ignore entry doesn't match anything in the lock. Without the flag it still only prints a warning.
