Bumps the version to 0.21.0 in
src/hex_core.app.src,src/hex_core.hrlandREADME.mdand dates the CHANGELOG section. This is the first release through the Release workflow from #245: after this is merged, pushing thev0.21.0tag on the squashed commit publishes to Hex with thehexorganization's workload identity and creates the GitHub release from the CHANGELOG section.The package
