Serialize withdrawal with moderation on the change-request row.
destroy checks a stale pending model, while approve loads pending requests before its transaction and does not lock them. Approval can create a Resource that references the staged file and commit status = approved after withdrawal passes its check. Withdrawal can then delete that file and the request, leaving the approved resource without content.
Re-read and lock the request in destroy, delete the file only after a pending request was deleted, and acquire the same row lock inside the approval transaction.

When isFrozen is true, the upload button always opens the lock modal. The server still lets users with moderate resources upload to frozen folders, through BulkImageStoreRequest::authorize.
