pa-111: checkout GIT_CONFIG_GLOBAL breaks global auth placeholder

• Source: Fix global auth when GIT_CONFIG_GLOBAL is set in the environment actions/checkout#2449
• Category: permissions-auth
• Severity: error
• When GIT_CONFIG_GLOBAL is set in the runner environment (self-hosted runners), actions/checkout fails with "Unable to replace auth placeholder in .../.gitconfig" during submodule auth setup
• Root cause: GIT_CONFIG_GLOBAL overrides HOME, so git writes the placeholder to the wrong file

re-431: macOS 15 arm64 Analytics prompt breaks UI focus tests

• Source: macOS-15 runner now prompts to setup Analytics actions/runner-images#14161
• Category: runner-environment
• Severity: error
• Image version 20260520.0085.1 introduced a macOS Analytics setup dialog that steals window focus, breaking Electron, Eclipse GEF, Eclipse SWT, and other UI tests
• Confirmed regression from 20260428.0039.1; macOS 14 and macOS 26 are unaffected
