[docs] kernels: fix autotuning docs for triton. (#945)

The autotuning doc has wrong recommendations on where the configs should
be placed. This PR fixes it. Additionally:

* It separates the example kernel source and moves it to
huggingface/kernels-test#19 (need this merged
first).
* Fixes additional things (typos, wording, etc.).
