feat: trust kernels signed by kernels-community-rs - #942

Rust kernels are built and signed by build.yaml in huggingface/kernels-community-rs and uploaded to the kernels-community-rs Hub org. Add that workflow to the default verification policy so these builds verify like kernels-community ones.
