Why

Governors need to see which proposal stages count toward Active Governor status, which actions were completed, and why legally unavailable work does not become a requirement.

• add an expandable, server-filtered occurrence ledger with clear states and canonical proposal links
• surface verified outstanding opportunities in Urgent Feed
• distinguish Governor, Active Governor, and Human Node status on profile surfaces
• add anchored Vortexopedia explanations for exposure and opportunity accounting
• centralize stage/state vocabulary, exclusion copy, filters, and pagination merging
• split the threshold UI into reusable result, summary, record, and ledger components
