The download and the attestation check always use the workflow's own
`github.token`, never `token`: an App token minted for the caller's
repository need not reach this one. This repository is public, so
`github.token` is enough for both.
== Permissions and token model

The action's install step and its run mode use different tokens, and the
download/attestation checks never touch the caller's run-mode token:

Document the App installation token for squabble fetch.

The surrounding caveat correctly states that GITHUB_TOKEN cannot perform the branch-rules read, but the token column still presents it as the token for fetch. The fetch path always reads branch rules and classic protection, so it can fail with a 403 before it returns a diagnostic. Identify a GitHub App installation token for fetch, and update the token input description to cover both commands.

Review comment at @.github/actions/squabble/README.adoc around lines 72 - 73:
Update the token documentation for `squabble fetch` to identify a GitHub App
installation token, and revise the `token` input description to cover both
`fetch` and `verify-satisfied` as requiring Administration:read; retain the
existing `run` and installation token guidance.

| `gh pr view` reads the PR metadata and check rollup (`contents: read`),
| yet the base-branch gate read consults the branch rulesets and classic
| protection (`repos/{slug}/rules/branches/{branch}`, then
| `branches/{branch}/protection`). GitHub does not offer an
| `administration` permission for `github.token` at all, and that ruleset
| read is *Administration: read*: a 403 there is a hard error, never a
| silently skipped "no gate".

| `squabble verify-satisfied <owner/repo> <pr>` — read-only PR done-check
| GitHub App installation token
| Reads the PR through GraphQL (mergeability, reviews, threads, commits)
| and, for open PRs, the base-branch gate through the REST rules and
| protection endpoints. `verify-satisfied` reads branch rules, which need
| *Administration: read*; pass an App installation token via the action's
| `token` input (the `verify-satisfied` example in <<_usage>> does exactly
| that). Do not fall back to `github.token`: the run would fail on the
| ruleset read instead of returning a verdict.
|===

The `squabble-action.yml` workflow itself asks out only
`contents: read` + `attestations: read`: it runs the contract suite
(`tests/squabble_action_test.sh`, all 27 planned cases — a section that is
skipped fails the run, so nothing can pass silently) and then exercises
`install.sh`/`run.sh` on a real runner, checking PATH wiring and that exit
codes come back as step outputs. The deliberate `continue-on-error` run-bad
case asserts its own failure and non-zero output, so it cannot mask a real
breakage.

=== No floating refs, no silently skipped gate

Consumers (e.g. `secret-types`) wire the action in by pinning it to a full
commit SHA of a merged `main`:

[source,yaml]
----
- uses: hyperpolymath/cicd-squabbler/.github/actions/squabble@14f853fde902ab2d7631070d87a9dc9122e01013
----

never `@main`, `@master` or a tag. The binary inside is pinned independently:
`install.sh` pins the asset by sha256 (`6cbeb457...`) and refuses it unless
`gh attestation verify` proves it was built by `.github/workflows/release.yml`
at tag `v0.1.0` from source commit `b854d17...` on a GitHub-hosted runner.
Nothing is executed until both checks pass, so there is no floating ref and
no silently skipped gate anywhere in the chain.
