Follow-up to #145, merged by the owner while quality/security validation was running. Hypatia exposed a consumer-format incompatibility: the lock is valid YAML but the deployed reader requires official single-quoted serialization. Add a schema-checked canonical renderer and use it during reusable restoration, without weakening either gate. Also constrain the opt-in authenticated BoJ integration with block-mode harden-runner egress, use the code/config licence on the issue chooser, and clarify the capability-layout audit. Community/security baseline improvements from #145 are already on main. Full RSR canonical-layout conformity is not claimed; five measured workspace/ABI/FFI gaps remain explicit in docs/STANDARDS-ALIGNMENT.adoc.

Quality/security baseline from #145 is now on main and GitHub community/profile reports 100%, with local CoC and PR-template surfaces. Private vulnerability reporting was confirmed enabled. Changed shell scripts pass ShellCheck; local controls cover lock integrity/cycles, atomic rollback, reachability pruning, community baseline and canonical lock formatting. All local action refs are SHA-pinned and lock-backed, checkout credentials are not persisted, and no detection rule was waived. Canonical profile validation still has five explicitly documented workspace/ABI/FFI-layout gaps; full RSR certification is not claimed. Final-head GitHub validation is in progress.

Final validation on HEAD 473d95e25a33eac10a5d223560969006e51c2734: all executed hosted checks pass, including Hypatia, native Actions lockfile verification, Rust/Actions CodeQL, Rust check/clippy/fmt/tests, Semgrep, secret scanners and governance/workflow linting. The check watcher exited successfully. Conditional Cargo audit, coverage and failure-diagnostics jobs were skipped on this run; they are not claimed as executed. Local lock-graph, atomic-update/serialization and community-health regression suites also pass.

GitHub community profile rechecked at 100%; private vulnerability reporting is enabled. Full RSR certification is not claimed: five measured canonical-layout/generated-interface gaps remain documented in docs/STANDARDS-ALIGNMENT.adoc and tracked in hyperpolymath/standards#1262. Outside-target estate propagation remains hyperpolymath/standards#1261. The optional BoJ service integration remains dormant until explicitly configured; its live service call is untested.
