The reconciler is what closes an issue once its findings are gone, so the gate needed a way to be run outside the Monday schedule: after a remediation lands, and to prove the reconcile path itself works without waiting for a cron tick. workflow_dispatch is inert everywhere else — the reconcile step already treats anything that is not a pull request the same way, so a manual run opens, updates or closes exactly as a scheduled one does. Review comments at @.github/workflows/cargo-audit.yml:
- Around line 24-26: Serialise workflow runs that reach issue reconciliation by
adding workflow-level concurrency keyed to the repository, with cancellation
disabled, so overlapping audit runs cannot create duplicate issues. Apply this
alongside the workflow_dispatch trigger.
- Around line 24-26: Update the vulnerability-issue reconciliation condition in
the cargo audit workflow to require the default branch, so manual runs targeting
pull-request branches cannot close the shared issue. Preserve the existing event
and audit-outcome checks.
- Around line 71-72: Update the existing-issue lookup in
scripts/reconcile-audit-issue.sh to match audit issues without filtering by
labels. After matching an issue, apply any missing labels so both passing and
failing audits act on the existing issue rather than leaving it open or creating
a duplicate.

A head commit created by the CodeRabbit app produced startup_failure with no jobs for all eight workflows while the workflow tree was byte-identical to a head whose workflows all ran to success. The playbook now says to check the run's actor before chasing YAML, and gives the command. Co-authored-by: arena-agent <297053741+arena-agent@users.noreply.github.com>

Heads-up on the last two commits: the head commit created by the CodeRabbit app ( Recorded as docs/CI-CD-REPAIR.adoc §"A red that is fiction, second mechanism: the push actor" and filed estate-wide as hyperpolymath/standards#1266, since a PR whose head is pushed by an app gets no CI at all and it reads as a workflow defect. |
Why
#148 gave the dependency audit a lifecycle: one issue carrying the findings, the run and acceptance criteria, closed by a green run on the default branch (
scripts/reconcile-audit-issue.sh). That reconciler has only ever been exercised against a stubbedghinscripts/tests/reconcile-audit-issue-test.sh— it has not yet touched the API from a runner. The audit workflow runs on push to
Cargo.toml/Cargo.lockand on the Monday schedule, so the path that closes an issue could not be exercised until a remediation landed or a week passed. This addsworkflow_dispatch, which makes the gate re-runnable:What it does not change
