site: point beta downloads at v0.1.45-beta.3 - #258

MAC_VERSION -> 0.1.45-beta.3 so the download page, home page and support pages link the new signed macOS installer and its checksum; the Windows beta references move with it and mention the loudness readiness board. Drops the "replaced on September 6" notice, which only applied to beta.1. Windows v0.1.44 stays the recommended release. public/ regenerated.
