Fix ISO startup and catch-up frame loss by using bounded startup/steady queues with compact repeat batches. Advance the recording clock only after full batch acceptance; stop and clearly mark overloaded tracks rather than silently shortening continuing video. Expose queue diagnostics and retain failure evidence after Stop.
Validation: Windows plugin builds, all 66 native tests pass, and two eight-track NVENC runs produced 16 fully decoded MP4s with 300 frames and exactly ten seconds despite input gaps. Operator confirms live-soak and lip-sync checks passed. Prepare v0.1.46 Windows release; signed macOS packaging remains separate.
