Move the governance level to governance-2026.20 - #20

governance-2026.20 is idfkit-conformance at the merge of #13, which renamed the npm facade to @idfkit/idfkit. The naming map's reserved subpaths and the parity page's install command now read @idfkit/idfkit. The consumers page also picks up governance-2026.19's one change: idfkit-plugin's language-server path is pinned exactly. The tag advances in pyproject.toml, docs.yml and rehearse-candidate.yml together.
