Pin the adoption caller to governance-2026.27 - #28

At governance-2026.25 the push guard of the reusable workflow read a missing adoption branch as a commit, so the first run of a release failed after generating its change. The new tag reads a 404 as absent. The call interface is unchanged.

At
governance-2026.25, the reusable workflow's guard against pushing over a moved branch read a missing adoption branch as a commit, becausegh apiprints the 404 response body on stdout. The first adoption run of a release therefore failed after generating its change, as idfkit run 38568184722 did for 26.2.0.governance-2026.27reads a 404 as absent and stops on any other failed read (idfkit/idfkit-conformance#29). The call interface, the permissions and this project's roster entry are unchanged.3. Verification
The conformance caller check (
caller_problemsatgovernance-2026.27) reports no problem.
