An important tool in this repo is the ability to bring up a local ecosystem (via
make start-locally) on which to perform tests. This PR expands the flexibility of that tool to allow additional flags to be passed to the DSS core-service, such as--enable_time_based_notification_index, without changing the default behavior when the newCORE_SERVICE_EXTRA_FLAGSenvironment variable is not yet.
