Companion to ipni/infra#158, which moves the monitoring Traefik on lith-1 to the host network (so ufw's allowlists for 8443 finally apply). Its ping (9800) and metrics (9801) entrypoints become host ports; this adds them to net.ipv4.ip_local_reserved_ports so an outbound connection is never handed one as its source port.

Not applied by CI. This list is set by the common role in site.yml, which still runs from an operator's machine, one box at a time. Note that the live list on lith-1 doesn't have the 8000 and 8443 added in #2 yet either; one site.yml run (lith-1 and sing-1) applies all of them. Not urgent: the ports are free today, and the reservation only matters if an outbound connection happens to pick one.

This PR touches group_vars/, so its merge offers a platform.yml apply; the dry run should show nothing to change.

The monitoring Traefik on lith-1 moves to the host network (ipni/infra#158),
so its ping (9800) and metrics (9801) entrypoints become host ports. Reserve
them so an outbound connection is never given one as its source port.

Takes effect on the next site.yml run (common role), like the rest of this
list: the 8000 and 8443 added in #2 are not on the boxes yet either.
