Pushing a semver tag (v*..) now builds and attaches the distributable to a GitHub release automatically (APK for wakeharder, Windows zip for triliage, wheel+sdist for scribe). workflow_dispatch is included for a dry run that uploads a run artifact without creating a release. Tests run before the build so a broken tag cannot ship.
