fix(mcp): read guides only from docs/guides, ship them in English only - #2254

`.claude/rules/schematics.md` shares its name with the `schematics` guide, so the release build replaced the English guide with the rule file. Regenerate guides.json and point two specs at sections that exist in the 21.0.0 texts. Co-Authored-By: Claude Sonnet 5.5 <noreply@anthropic.com>

An agent reads the English text as well as the Russian one and answers in the user's language, while the second copy doubled guides.json and needed a section-parity check and cross-language addressing. get_guide, migrate and which_component_when lose lang.
