release: labelle-cli v4.1.0 — doctor --fix forwarding, contract wire 1.6.0

Bumps to 4.1.0, which completes the remaining #471 items.

• labelle doctor --fix forwards to provider doctors (feat(doctor): forward --fix to provider doctors; drop the core SDL2 hint (cli#471 D10) #521, decision D10). The contract now requires provider doctor commands to accept --json and --fix. The core SDL2 hint moved to labelle sdl2 doctor. The agnostic guard allowlist is down to its final state: one entry, the guard's own file.
• Provider contract wire 1.6.0 (feat(contract): wire 1.6.0, build_options in env_file (cli#471 D3) #522): build_options in env_file. A target owner's before-generate or before-build hook can request -D<name>=<value>. labelle-ios 0.2.0 uses it for device builds.

Additive only. Providers on wires 1.0–1.5 behave as before.
