release: CLI 4.1.2 with portable provider Docker fixtures

Release CLI 4.1.2 with the merged before-generate hook-environment propagation (#525), required by WASM threads.

Correct stale provider E2E fixtures under the agnostic CLI architecture:

• The doctor-only fixture has no assembler and must assert the reported project root rather than expecting the CLI to interpret a backend field.
• Docker hook/target guard fixtures explicitly select Linux, so a Mac host reaches the guard being tested instead of failing earlier on Docker's unsupported default Mac target.

Functional CLI source is unchanged from #525. Local Windows validation with Zig 0.16: doctor 27 invocations, lifecycle hooks 86 invocations, provider targets 45 invocations passed. Full current-head E2E on Linux/macOS/Windows and PR CI run before tagging. FP verification will use the published binaries and a cache outside the toolkit directory to prevent sibling auto-discovery.

The 4.1.1 candidate was never published; its queued artifact build was cancelled.
