fix(wecom): standardize commercial plan flow

Summary

• Remove WeCom-specific plan and cashier dependencies.
• Use FastGPT standard plans and synchronize License purchase and renewal.
• Trigger cancellation requests from WeCom cancellation events and cancel them after renewed authorization.

Verification

• WeCom License, event, and cancellation tests pass.
• Plan utility tests pass.
