Part of libtmux/docs#27. A push to master publishes latest with isDefault: true, and a stable release tag publishes stable with isDefault: true. Once this port has a stable release, every trunk push after it would take the default back from stable. The site, the version switcher and search engines would then point at unreleased docs. It is latent today, because every tag is a prerelease.

latest now claims the default only while the repository has no vX.Y.Z release tag. This is the same rule libtmux/docs's port-docs.yml applies to the other ports (libtmux/docs#36).

Checked by running the new block under set -euo pipefail against real tag lists: this repository (prerelease tags only) gives isDefault: true, and tmux-python/libtmux (v0.62.0) gives false. actionlint reports only the existing concurrency.queue key.

why: A master push published latest as the default version, and a
stable release publishes stable as the default, so after the first
stable release every trunk push would take the default back and point
readers and search engines at unreleased docs.
