STT isn't covered by the gen_ai schema, and it would break the schema to place STT transcript in the output.messages field

Export committed STT transcripts as user-turn output messages so telemetry backends can display recognition results. Normalize provider names and respect content capture settings.
Adapts @SanjuMLGeek’s STT mapping from #7396 while preserving the existing operation semantics.
Stacked on #7535.
