Control exported input without changing model requests. Full capture remains the default. Delta mode exports new or changed LLM messages since the previous request in each session. Limits apply after delta selection. Controls omit legacy full-chat payloads.
Adapts @SanjuMLGeek’s proposal from #7396, fixing history limits and legacy export bypasses.

Split the proposed telemetry improvements into focused PRs that are easy to review and revert. Use general problem summaries and omit customer details. Add an option to export only new or changed LLM input messages while preserving complete model requests and session transcripts.
