test(ci): restore Node minimum qualification

Summary

• update the terminal lifecycle wire regression to exercise the current v3 request while proving v0-v2 fail closed
• gate SQLite-backed deferred lifecycle cases with the repository runtime probe so the public-minimum Node job skips only unsupported SQLite cases

Context

Clean-main run 35851015833 reproduced the same failures that blocked #4944: one stale terminal wire fixture in kernel-static-checks, plus that fixture and four SQLite-only deferred lifecycle cases in node-minimum-compatibility. This PR fixes those baseline tests independently of #4944.

Validation

• mise exec node@22.18.0: public-minimum suite, 2499 tests, 2412 passed, 87 skipped, 0 failed
• mise exec node@22.22.3: complete control-plane suite, exit 0
• mise exec node@22.22.3: complete c8 suite, exit 0; statements/lines 89.72%, branches 83.33%, functions 97.08%
• npm run typecheck:control-plane
• focused files: 10 passed / 4 skipped on Node 22.18.0; 14 passed / 0 skipped on Node 22.22.3
