• require World DB 22/06/004 Warden_Locale_Hardening
• expand the verified Warden catalogue fixtures from three to eight Classic Windows locale profiles
• cover the nine-check initial batch and recurring/aggressive scheduling for the two new interface-signature dispatch invariants
• pin the exact 5875/6005/6141 request and response vectors without changing the existing Warden wire protocol

Validation

• RelWithDebInfo build and INSTALL completed with Eluna and PlayerBots enabled
• CTest: 16/16 targets passed
• mangos_tests: 354/354 passed
• Warden database tests: 27/27 passed
• Observe-mode live acceptance passed on clean builds 5875, 6005, and 6141
• the intentional modified zhTW executable produced confirmed mismatches only for checks 65537 and 65538, with no kick, ban, incident, or protocol failure

Dependency

Requires mangoszero/database#159. Merge the database PR first, then this server PR.
