Write an ADR amending ADR 0037 to allow API keys from the operator's own linked Console orgs #6961
ADR 0037 records that the operator cannot use API keys. The seed decision reverses that for keys from the operator's own linked orgs, for API-only work and as the never-blocked fallback. Done when the new ADR is merged and ADR 0037 points at it.
Resolved (2026-10-11): ADR 0062 merged in #6995 (4c55d88); ADR 0037 points at it. Keys from the operator's own linked Console orgs may fund API-only work and serve as the lane fallback; a fallback org holds no purchased credits, keeps auto-reload off and is not invoiced, so exhausting its credits stops requests instead of billing.
