Should critical CI lanes run their own claude -p step instead of claude-code-action? #6967

Open

Description

@kyle-sexton

claude-code-action runs never draw API credits, so its key fallback bills paid usage. A self-written claude -p step might draw credits (see the probe) but drops the Action's GitHub glue: signed commit_files, CLAUDE_BRANCH handling, tag mode. Decide per lane after the probe.

    Sweep after #6966 (no paid backstop): a claude-code-action lane now has no fallback at all once its subscription is limited, since Action runs never draw credits. This item decides which critical CI lanes move to their own claude -p step; still blocked by the credit-draw probe #6962.

    Remaining before this closes (HITL session 2026-10-24, second-agent check):

    maintenance-audit-lane-runs.yml:219 and pr-run-activity-write.yml:1362 are out of scope (a scheduled audit nothing waits on; a step no lane reaches).

    Routed to the host runner, not the owner. #9673 merged, so the issue lane runs on run-claude-cli. Left: intake's refine-issue still runs on claude-code-action (.github/lane-funding.json, intake lane) and should move to run-claude-cli with the INTAKE key first. That is a workflow edit the issue lane may not push, so a host session opens the pull request.

    Under the owner's 2026-10-26 stop rule, a person is needed only for a change in intent or vision, an implementation finding that changes the intent or primary design, or a high or critical security issue; host, attended and eval runs are agent work. So needs-human comes off. It moves to the host-run label, and the host runner takes it.
