Prepares the per-package CHANGELOGs for the 2.0.0 release (2026-10-20). Changelog files only.

Review notes:

  • 1.0.0 date uses the PyPI upload date (2026-05-01); the tag commit is 2026-04-30.
  • AgentLifecycleEvent.USERDELETED value change listed as Breaking in notifications; please confirm.

- Rename [Unreleased] to [2.0.0] - 2026-10-20 and capture notable changes
  since v1.0.0 (Breaking/Added/Changed/Fixed/Security) per package.
- Merge duplicate Breaking Changes sections in observability-core.
- Relabel entries that shipped in 1.0.0 (previously still under
  [Unreleased], or under the never-published [0.3.0]) as [1.0.0] - 2026-05-01.
- Add minimal CHANGELOGs for notifications and tooling extensions.
- Move orphaned Added bullets in tooling CHANGELOG under Added.

🟡 Changes recommended

Constructor guidance incorrectly implies that callers can omit the required model argument.
