Implements
provideDocumentRangesFormattingEditsand sends all requested ranges in onecpptools/formatRangerequest.The singular and plural providers now share the same formatting path. The existing
rangefield remains populated for compatibility, while the new optionalrangesfield carries the complete request.A companion native change is required.
