feat: languages-management routes (list all, toggle visibility) - #238

- routes: GET /languages-management/languages, PATCH /languages-management/languages/{id}
- wired into server + initialization; mocks + swagger regenerated
- closes backend #229
GetAll now sorts results by type asc, then version asc, independent of enablement state. Previously order varied as languages were toggled.
