新增 bl token-plan harness-quota（Console 认证），查看 Token Plan harness 权益额度用量，支持 --type 筛选与 --output json。发版准备：五包版本 bump 到 1.25.0、中英 CHANGELOG 新增条目、SKILL.md metadata.version 同步。merge 后在 GitHub Actions Publish workflow 触发 mode=stable（package 选 bailian-cli 集合），需 production environment 审批。
