Summary

bump the five lockstep CLI packages and seven first-party Skills to 1.26.0
add synchronized English and Chinese release notes for authentication and video task diagnostics

Validation

pnpm run sync:skill-assets
pnpm exec vp check
node tools/release/publish-channel.mjs --channel test --knowledge --dry-run
CI=true node tools/release/publish-stable.mjs --knowledge --dry-run
git diff --check
