Follow-up fixes to pushing to try via Lando API

• Add try_api_token to all config files;
• Always fall back to the treeheader url with a job id if a try revision is not available, to make sure we have a correct url when running wptsync landable;
• Use an email from the config when filtering the decision tasks.
