Implement custom trade size threshold setting for Web Dashboard real-time notifications. Trade notifications below the configured minimum USDT trade size are filtered out, with settings persisted in browser localStorage and controllable from both the Dashboard monitoring panel and Settings page.

PR created automatically by Jules for task 15711478549404617182 started by @mx57

- Added minimum trade size input (in USDT) to Dashboard and Settings views
- Filtered visual toast pop-ups and sound notifications based on realtime_min_trade_size
- Bidirectionally persisted notification settings in localStorage
- Marked web-dashboard-custom-alerts as completed in agent_tasks.json and replenished todo tasks
