feat: add custom notification trade size threshold settings - #73

Implements minimum USDT trade size threshold controls on the Web Dashboard and Settings views. Trade notifications are filtered based on the trade value in USDT (tradeValue >= minTradeSize). Settings persist in localStorage and synchronize across views via custom DOM events. Also updates agent_tasks.json state and task pool.
