Raise virtualenv floor to 21.7.12 and hatch floor to 1.16.5 - #214

virtualenv <21.7.12 is affected by GHSA-94p9-xgh2-xp45 and GHSA-9h9j-4vrj-gf7g. hatch 1.16.3 does not work with virtualenv 21, so a hatch floor replaces the virtualenv <21 cap. Assisted-With: Claude Opus 5.5 <noreply@anthropic.com>
